Babies lose a large percentage of their body heat in the early days after birth via the largest exposed body area which happens to be the head. Until their systems mature and their internal temp regulation kicks in a cover helps which is why you see caps on the babies in newborn nurseries year around. The internal temp regulation kicks in pretty soon but as someone else said with the air conditioning in stores and restaurants she may well need a little protection.
I keep a lightweight hoodie jacket in the trunk of our car for the times we are seated right under the air blowers or the restaurant is just plain chilly.

Oh so sweet. I wouldn't worry about making them for your Summer. They will be glad of them believe me. When we visited new grand baby in the middle of our hot hot Summer we needed to take a little blanket and hat if we took her to the Shopping Centre especially the Supermarket. The air con was quite cool. Refreshing for us but too cool for a baby.
