I wish I could help , but I am happy to let others do this for me. Some times when I want to change a design I wish I could. I actually have the soft ware to do it but I'm just not savvy enough and too time consuming to spend hours messing around with a design. Maybe some cuties here will offer their services to help you. There is a embroidery site that has every breed of dog you could want but I can not remembet that one buy embroiderty libary has all kinds of them. a lot cheaper than buying the soft wear to do them your self.
Probably your best bet is to find patterns of different dogs and then just stitch those, you can add the name of the dog at the rescue if the pix is close enough. I think it will be well received either way. Having rescued 8 cats I can relate. Not real big on dogs but am inheriting one now. She is a love.
awwwww, don't you hate it when you don't get the answer you want? There are some very talented digitizers who frequent this site and you have heard from a couple of them on this post (cutiepie and mpo14011, she whispers) perhaps you would be better served farming out the work unless you intend to get really serious about digitizing because it is a huge investment. I'm afraid that the answer you got previously is correct: you can't find software to do photo stitch that is not expensive. All of them that I've ever seen are expensive. Likewise, I agree that photo stitch is not all it's cracked up to be. They are very stitch-intensive designs and difficult to do well, regardless of whether you are digitizing them or stitching them. Sorry to disappoint you. =[
My Janome Digitizer Pro does photo stitch, but it is not a cheap piece of software. I personally don't like photostitch. There are too many threads, and unless it is done properly, can look messy. That is my opinion. Manually digitizing looks much nicer, and if you have a nice clear photo with not too many shadows it can look quite realistic. The two horses, Kara and Sunny, I posted a little while ago, are done manually.Have a look at them and see what you think. I did them from photos.

There are a few programs for photo stitch available, I know Embird has one, and there have been projects using a photo stitch program, hang on I am sure someone will come up with an answer for you ...
