I have been correcting design flaws and formats with the free Wilcom Trusizer e3.0 free download. I'm not positive but, I think that
http://www.wilcom.com
will get you there.
It is very easy to open the design and save it in the choice of format you want.
I use My Editor it was a free program I down loaded you might want to check it out.
Both PHC and PEC are in the Embird list - along with many others I've never heard of!
Please follow dragonflyer's advice and find out how to edit you post. It is a very useful skill to learn! I need it all the time.
Thanks for your advice - post is now edited - and I have learned my lesson to stay away from the computer when I have a migraine.
Sorry, Cuties, I am guilty of a "typing error" - my question should have been about programs for converting PHC format files, not PEC.
You can edit your original post. See the "How To" in the Q&A section for help with that.

Maybe this is not what you are asking but you can go into EmbLibrary to your orders and find your design and redownload it in any format.
I am pretty sure Embird will convert PEC files...Embird even reads the PHC files I save from my BabyLock back onto my USB stick...PEC is a regular file format in Embird...It also looks like the Wilcom TrueSizer can use PEC files as well...and it is a free program...PEC is listed along with all of the other formats here too...Also my Janome MBX software reads and saves to PEC...so lots of choices!
Thanks very much for your suggestions - actually, I had a monster pre-storm migrain headache when I asked this question and I meant to say PHC, not PEC - sorry re the typing error.
