I have seen embroidery done on balsa wood so I suspect you would be fine to embroider on the thicker felt. I would assume the settings would be similar. If you google search to embroider balsa wood there are a few good sites with detailed instructions.
Urban threads and emb library come to mind
I recently worked on a hot pad project that at first was afraid to try because the whole thing hardly fit under the presser foot. It had 2 layers of fabric, 2 layers of warm and natural and a layer of insulbrite. I embroidered a filled design that had quilting stitches surrounding it, and was so surprised when I has no issues at all!
In the case of the thicker felt, probably the only thing I would wonder about is if there is too much friction on the thread causing shredding. If that turns out to be the case, I think a needle with a larger eye to protect the thread may help.

I embroidered on the wool felt.thicker than craft felt with no problems. Slow your machine down and it should be fine, I don't know what the thickness was
I love felt . I did all my toilet paper covers on felt and you will become addicted. Kay
Just use WSS (water soluable stabilizer) on top to keep your stitches from being buried in the fabric and there shouldn't be a problem.
not felt, but quilting in the hoop was quite successful. I might be a bit reluctant to try if the felt is very dense, like some of 'industrial' kind.
I have embroidered designs on a bag consisting of fabric then batting then stabilizer no problem.
