I think it depends on whether or not your software is stitch based or object based. When you enlarge FSL, you also enlarge the space between the stitching lines so that the lines are farther apart. The result is that it is no longer free standing. However, you could still use the design to stitch on something as suggested in other posts.
Also, I don't know about the effects of enlarging cutwork. But I suspect that it depends on whether or not it has thin lines holding it together.

I enlarged a FSL cat by 15% & it worked fine. As long as there is a stitch compensation you shouldn't have any problems. I use buzz software

Do you belong to the SewWhat yahoo group? They could answer the question for you. Pretty sure they have stitch compensation when things are resized. I have Designer's Gallery Sizeworks, which does recalculate stitches, and have resized fsl successfully.
I think the only way you could enlarge FSL would be if you embroidered it onto Net or Tulle (like you would use for a Bride)
I do a lot of FSL and so far I had no problem changing the size. I only change it by 10% with the program I have.
I have never tried cut work but did enlarge a FSL design once with easy sizer and it worked fine you might just have to take a risk and try
Cannot speak about cutwork, but FSL is digitized to a specific size and enlarging does not work. I was told this, didn't believe and did it anyway. Terrible waste of thread and stabilizer as well as time.
