I never attached tulle, but I did attach a fabric skirt, to a tee shirt for my grand. Gosh let me see if I can remember. I used fat quarters, because she was 2. I cut the length I needed PLUS the hem for bottom and seam allowance, for the top to gather to the tee. I used the full width of the FQ's. Sewed the FQ together, this will be your side seams-found center of each, front and back. Found center of tee, front and back. pinned skirt to tee, pulling gathering threads to match side seams and center marks. I stitched, most likely, with my serger but you can stitch with regular machine, just don't stretch the tee fabric, as you sew.

Yes. If you want a starting place, decide how much fullness of the tulle by choosing double, triple or more of the width of the T shirt. (For instance, lots of window curtains are twice the width of the window before gathering.)
