I have one that looks exactly the same your one on the left and it is tearaway. Cut a small piece from each and soak it and see what happens.
I don't think I've ever seen this style around here. 17 years ago I bought a stabilizer that looked like this waffle weave...maybe a tad thicker... but when I ironed it, it melted into the fabric. So, I've learned to be cautious when trying out something that I've forgotten what it is.
I have two that look exactly like yours. The one with the small holes is wss, the other one cut-away. And I once used the cut-away when I made a batch of FSL Christmas decoratons (: So now I always wet a corner to make sure I use the right one for the job in hand.

Depends on the use. FSL gets a double layer, coton just one since I starch that most of the time.
My local Janome dealer sold me some of this waffle tearaway. I have used it many times and like the ease of tearing it away from designs, comes in larger roll to cut your own size which is good.
Looks similar to a tear away one I bought the one with the small holes. The girl at the sewing machine dealer swore by it. I didn't like it much couldn't work out if I was using it wrong side out or not. It seemed to not glide like the others I am used to. But that said it was more likely me than the stabiliser.

The lady at sewing store where I shop says people who work in the embroidery embellishment industry love this waffle weave tearaway because it removes so fast. I did enjoy it, but did not find it worth the extra expense (here).
