It is a department that works with mentally handicapped in helping them understand computers......

In my schools it is any tech device used to assist children with any handicap. My son uses a electronic keyboard, without access to the internet, to take notes and he can use it for tests and quizzes too. It looks like a computer keyboard with a basic but short screen so he can check his work as he goes.
