I'd start as Jenne did, then cut a slit mid front and add button at the top ,or use a binding along the split and along the neckline extending some 8-10" both sides to close it with a bow.
I was going to sew a cowl neck and let it slip over her head. I saw there was an adult one and you could pull the cowl up onto your head like a scarf/hood. I'll ask what mom what she wants, but yours is a good idea. Thanks M-Toogie
wanted to add, I found the neck circumference I used on Avery rain wheelchair poncho. I may use that but if I remember right it was snug to pull over her head.
My daughter made one and added a ribbed border to the neckline instead of making a seam as in the 2010 pattern mentioned below.
I would use a regular child dress pattern, put the front and back together as if it was sewn pin then cut it out if to big take a larger seam in the shoulder part, if to small cut the front a litter deeper.
Also, I made me one several years ago. don't wear it, it get in the way of my seat belt.

Also, Joann had directions for a "Kid's Poncho" years ago that isn't showing up but they did both a rectangle poncho and triangle one--in both cases they did a 10-inch cut for neck opening with a rolled-edge hem.
Hi. This site gives the range of hat sizes for children which should be a good approximation of how wide the neck opening should be to fit over the head.

Have you got access to one of the kids sweatshirts with a hoodie Toogie? You can always go by that. I've seen a few on the internet but some have sleeves and I think a Poncho should just be pulled over the head with only 2 seams. I can't put the video links on here, so I'll send you a PM. Love Chris
