made me think of a small hat and purse I have in my cedar chest. I wore them when I was around 4 yrs old. (I'm now 80 PLUS!) But they are still bright and colorful. Too bad I can't say the same for me, ha ha.
Yes, it depends very much on the composition, whether pure wool or with synthetic. Both can be embroidered wonderfully. With the sunthetik holds the shape but the surface is rough and gives nodules. In Germany there is loden fabric, which stays so great needs vlieseline for better hold. I hope this helps you.
I do plan to do some work with this type of fabric but it will be a while since I am covered up in projects .
I have a purse that I bought at a craft fair that is wonderful! I did create felt once. I put a sweater that was wool into the washing machine...and it came out the size that might fit a large doll. Unfortunately, I did not do this on purpose.

To me Wool felt is pure wool fabric that has been washed in boiling water. Could you perhaps get hold of a garment from a thrift shop and try the idea? The make a purse out of the fabric.
Like yourself I have been waiting to see if you have a reply... No replies of assistance but in thinking fabric is either knitted or woven which gives stability. Felted doesn’t so if anything is made it will need stabilising and lined. Look forwards to seeing what you produce
