Barbie dolls are much smaller than 18 inch dolls, so I guess I don't understand your question. https://www.pixiefaire.com/ has lots of patterns for 18 inch dolls though not in the hoop. They even have a few free embroidery files, but just for decorative designs, not for making the clothes.

Barbie is probably copyrighted. There are no Barbie designs on Cute as the site has no copyrighted designs
