is making a design similar to someone else's retail embroidery design to give away okay to do? i drew and digitized a rudolph applique design i'd like to give out on cuties but wondered if ok...

You will have to make so many changes to the original that it is unrecognizable. Or ask permission of the owner.There are usually copyright regulations included with designs. Read them and see what it says.
I just saw the design in projects. It is nice, but you can not do it. You are copying someone else's artwork.
