you can try hairspray.. it works temporarily though... but it keeps the glitter on when wearing the dress a lot better!! hopefully this helps.. or maybe someone else will have an idea!!

Sorry I don't know of anything..I worked on a prom dress with the same problem...still have glitter on my sewing room floor:(
