do I have put ws film on top of velvet and if so will it give residu?

Leaving ws in results in a crackling sound with some brands, so check that out first. You could use trick film on top, you burn that away with a (not too) hot iron, but that's more expensive than ws.

Yes, you will need to use water soluable stabilizer on your velvet, however, just tear it away, after you are finished do NOT wet it. You should be able to remove it easily. You didn't ask, but I'll just go ahead and tell you DO NOT put your velvet in the hoop.It will burn the velvet. Either use sticky stabilizer or pin it well to your hooped stabilizer.;)

I agree with not hooping. But be careful when pinning velvet...try to pin outside the area that you need, they can also leave marks.
