From what I have learned about pettiskirts, there would not be much difference in the width of the fabric for an adult, but mostly in how long they would be. You would still be working with three tiers.

It's about 86 yards, but some of the strips are only 2" wide(the bottom fluff part)

You can make one with around five yards of fabric. You use nylon chiffon because it doesn't ravel. It sells on the net for $1.54 a yard. You might not need five yards, but I have not made one in a single tone yet, only two toned. Even if you buy too much with five yards, at $1.54 a yard, the extra expense is minimal.
