I agree with sewmom it looks like the pocket is an applique so not a real pocket.
That is a very good question and I'm not sure. It looks like the pocket area could be applique so you could stitch a fabric with the first line of stitching and then trim it off the edges. But then the rest of the design would be stitched on the base fabric so it would not be something you could put your hand in. It's only about 2.5 inches across so only a child's hand would work well.
Have you tried stitching one out with stiff permanent stabilizer? Could you cut the whole design out when you are done and sew the three pocket edges onto a shirt?
My rational mind is not working well on this so "to the top" for some other opinions.

There is always a way but I need more information to help you. Do you want the pocket to be made of fsl? Do you want to sew the fsl on to a fabric pocket? Do you want the animals to peek out of a pocket? What type of garment or project are you making?
