Hi Becky, the first thing that poped into my mind was a wind sock with any type of design you might wasnt to add. I did one for my sister for her garden. All you need is the basic block to add the design to, mine were on recyceled denim.
The original was a freebie about Bears and camping but I couldn't locate the source, sorry.

Designs by Rhonda has boy scout sticks and girl scout sticks. I like the idea of a tote bag with the troop number.

designs by sick has some cute stick scouts. As does artistic thread works. type scouts in the search box at designsby sick and go to designs, then click on scouts at ATW.

A Fleur-de-lis on a hand towel with a grommet and clip is nice to take on a camp out!

I did that (without the grommet) for my son for summer camp and added his troop number and name. The towel always made it home even if socks and underwear didn't! I think a Fleur-de-lis on fleece would be nice too. along with your totebag idea

There is some cute boy scout (and girl scout) fabric currently available. I have seen scout-like embroidery, possibly artistic thread works, but I am not a member. Do you have anything specific in mind?

Not really. I have just started working here and really do not know her personality. I thought of possibly doing something on a tote bag since "green" bags are so "in" or embroidering on a fleece blanket. Open to suggestions :)
