I am making some small fleece no sew blankets (receiving blanket size 30" x 30") Is there a proper placement for the embroidery design?

It really depends on the design. A small one in the corner is nice. If it's a long skinny design it could go in the middle of a short edge.

I usually go up from a corner about 6 to 8 inches. *
