I see others have already posted that it is a licensed design. The one you are talking about is licensed to the Van. Olympics Organization. There are plenty of Inuksuit (plural spelling) on the internet. They have been used for 1000's of years as stone markers by the Inuit. I'm from California and now live in Canada and find the history of these markers facinating. I've been from British Columbia to Manitoba (so far) and have seen them everywhere, even in the middle of a wheat field. Check them out and come up with a design of your own. I'm sure it will be stunning.
This symbol is taken from the Inuit, The First Nations of Canada. It is called Inukshuk (In nuk shook)and they are made from stones in the likeness of man with his arms out. They can be seen all over northern Canada mostly and sometimes you will see them on the side of the road in the country. I am sure this could be done but not with the Olympic Rings. If you google Inukshuk, you will find out more about them. Hope this helps.
