1. You could add a lining and tack it to the side seams to hold it down.
or
2. Do another layer of bias tape on the hem. (it looks like bias tape on the hem in the picture) Another layer would make it heavier.
3. Very small weights on the side seams might work. You could stitch or tape them on just to see if it would work. If you like the result make a small cotton pocket out of bias tape or scraps and sew the weights into the pockets.
4. I can't picture in my head anything metal that you could put around the whole hem without changing the look of the skirt. You could wander around the fabric store to brain storm an idea.
Tack a flat washer in the inside seam on both sides. Your DH probably has them in all sizes out in his garage. :)

UNLESS the fabric will show circles in the hem. Like I was worried that buck-shot/sinkers would.
Some fabric/dress shops should carry a light weight chain you can add to the hem..use the methods psssst suggested for opening up your hem.
You could also add a bias tape on the inside to add a bit of weight, but again, not seeing it is hard to tell you what to do.

What kind of fabric is it and what does the hem look like now?
Gosh not seeing the skirt or knowing the fabric...
it is really hard to say.
I know "way back when" they added buck-shot to the hemmed fabric of drapes to make them hang down.
If your fabric won't show anything you can try buck-shot or sinkers. Maybe (and I am just thinking out loud here) take a few stitches out of the hem and feed in some heavy weight craft wire? I will keep "think tanking" on this and look forward to others ideas.
There is also horse hair interfacing. But we really need more information about fabric and hem type.
