I want to make signature labels for the inside of clothing, what would be the best material to use for them. I thought about ribbon but I think it would be too scratchy, but the perfect size!

Just about anything would work if you put the label in the side seam instead of the neck. Shouldn't be too scratchy there.

I have seen some using twill tape, but I haven't tried it.

If you can get them lined up right, a 1 inch satin ribbon would work,,,,cut apart with pinking shears. Your lettering would have to be very low density though..I did some for another cutie, and she used ribbon with success.

TY I hope I was clear that I want to make labels that are like tags that are either always sticking out of the collar of shirts (and we have no self control of reaching out and turning them back into the shirt even with total and complete strangers)
or the kind we cut off of tops because they are scratchy.

yep, that was what I was talking about too.
That is what the labels I put into DBC are for....I have done them on poplin and cut them apart with pinkers.
