The ruler I was looking for is in the Embroidery Tool Kit. Thanks for helping me find it. Nancy Sews has a demo of the product which is very helpful. dzgns.com also carries it.

I went to the one with the less price and after putting it in my shopping cart and figuring out s&h it comes to 35.55. For Eileen's it is 46.56, Embroidery Designs is over 50.00, Dzgns is over 37.00.Nancy's is over 45.00 So take your pick, this is all for my zip code, I'm in SC.
