I use felt for my toilet paper covers. I use cut a way and wet and stick if it is dense design. the back doesn't show. I guess if the backs shows them use tear away. I don't use topping on felt. Good luck!
I use tear away on bottom and WSS on top - think the stitches come out nicer.
i use tear away and nothing on top. The only time i use something on top is when i am embroidering on a towel or a fluffy fleese.
I use tear away, no topping most importantly felt loves to leave a lot of lint so clean out the bobbin area ;)
i also use tearaway underneath and have never used anything on top. Always works fine for me

I used a light wt. tearaway and also a WSS on top which I tore off also. It definitely made a difference. Much smoother stitching.
I use stablizer (cut-a-way) underneath and nothing on top. I haven't had any problems with it. I've done cross stitch bookmarks and the Tweet designs from Embroidery Library as well as the four panel deer cross stitch scene from this site.
I use a 2 or 3 oz cut-away, but I also use the water solluable on top, since felt isn't woven very tight, this keeps your stitches nice and even. I don't wet it when I am done, just gently rip it off.
