I have seen a lot of very nice borders and was wondering how do you match when you do a section and have to move the hoop.

This link is for Linens, but the basic concept is the same. You could do it this way to infinity, or not.;)

Here is a visual on how to use paper templates. It is titled "How to Use Machine Embroidery layout Templates" Marking and measuring is very important for proper placement of your design and with all embroidery designs the stabilizer and thread makes the difference between a flat design or a puckered design. For a border just make a few copies of the template the length you need.
