I make a lot of these and I always use a curtain lining fabric, it has always worked well for me and now a day you can get so many colours.

I like to use prequilted cotton for a lot of things you can embroider on it easily and it is heavy but not too heavy

Suzanne, I think the choice would be up to you - as you are the one caring for it - I love the satin look in a bathroom - but will you be able to care for that? I also would use felt as a sandwich, but you could use batting, as ldonnahawkins (Beth) suggested. Mostly - it is what you have to work with or want to go out and purchase. I like the idea of using fabric that will wear and wash well, but is that the look that you are trying to achieve.

Have used both outdoor canvas (chair cushions)or light to medium weight upholstery fabric. Have used many different ones and they embroider well.

Of course, cotton is always a good choice. I use this as the applique method, and put batting in the middles. I now have a design that I am doing for a TP holder, but it recommends felt. It is my goal for today to get one of these done. Wish me luck there, for I have been trying to get this done for a few weeks. LOL There are many ITH tissue box holders available. Good luck with this.
