Hi,
this is the way I do it - very easy and safe for FSL. I use sometimes only 1 layer wss the folie, but the exra heavy one - works perfect.
I used a cheap rubber mat as I use for drawers to prevent cups for moving, cut slices.
I hoop it together with the folie, but first the wss - any - and the rubbermat on the to to avoid stopping by embroidering.
I have different lenght of rubber for the different sizes of hoops, the piece should be lo long as the hoopside for the stabilizer for not slipping out
I read the tip with the wondertape, but I don't need it. If the slices of the rubber is not too wide it works without glue. I don' make the screw of the hoop fast first so I can move a bit before fasten it.
I use this also for other thin stuffs like curtain, organza, silk
It's very helpful if you make it like me - I put ass much designs as I can on the folie from FSL to save the stabilizer, this stretches a lot.
Hope you find a good solution
