First of all all brands of toilet paper measurements are slightly different, so I cut my felt in batches to fit all sizes. I cut them 4.5 inches x 18 in.. Then you can adjust if need to for each roll. I usually buy my felt in the remnant bins at Joann's and I used to use Velcro to secure the back, I now use Scotch double sided tape and it works just fine and is much cheaper. Only one size cello bag will work 5 in X 11.25 ( 12.7 cm x 28.5 cm). They have a pleated bottom and are labeled treat bags, which I buy at Michael's Craft stores. Cut an 18 in. piece of craft ribbon ,available everywhere for 3 rolls for a $1. Secure the top with the twist tie that comes with the bags and remove it after you tie the ribbon. most designs that fit the 4X4 hoop fit the area to be stitched, however I do use a 6x10 hoop because I use iron on interfacing , the regular sewing kind. I only hoop the fusible interfacing and lay the cut felt strip across the top and I fuse the felt to the interfacing with a pressing cloth on top of the felt. my iron fits perfectly in this area using the 6x10 hoop. This keeps the center from pulling in. when finished stitching just trim away access interfacing. I love stitching on felt and I know a lot of you do too with the projects posted, especially Smith and Smith with all her felt goodies. Hope this was helpful. Kay
