I have windows 7 and would like to know how to download free designs into a CD-RW

Welcome to Cute, make google your friend. I put in windows 7-how to burn a cd, and this is one of the answers. Look at this, try googling for more answers, and read up. You will find what you need.

After you click on the free design, don't you have to put it in a folder, like pes folder then know how to put that infor. into the CD. I just learned how from XP but I was not fully knowledgeable.
