I did a bunch of those some years ago when it was introduced as a packet complete with materials for the cone and the beard, made six of them the original size and then resized to fit the 240 x 150 and the 170 x 100 hoops - made a large family group. Buried somewhere in projects.
I filled the the first one as instructed with polyfill only - that turned out wobbly - the second one with polyfill and a cardboard bottom - did not like that either - so I finally filled the bottom part with cherry pips, the top with polyester fill -which method I loved.
I don't think the design ever was a freebie.
I think your final method sounds about right after having made one. You said you posted pics of yours on Cuties? I wonder if it was a Viking Monthly freebie because it's the only one of the designs I have. I can't find it when I tried to look on the Internet now.
It's from card #137. I never saw it as a freebie, but the monthly ones are usually not there to stay. I only did these two - the he and the she - and have yet to sew some more of the designs, which are all worth sewing out.

Lovely! really cute...you could stuff with a mixture of pillow stuffing and rice/wheat like heat pads..
How adorable - I think that the popcorn on the bottom - withou help - make it stand up - correctly - but if the designer suggested just stuffing - perhaps there would be no need for the heavyness of the popcorn. You did great.
Thank you very much. I plan to make a few and will try other types of fabric, we'll see how they turn out. My old canvas ones have always been a favorite decoration of mine. Of course, my kids helped make them when they were small so they have sentimental value!
I love Santas and this is just the most unique one I have seen. I buy lots of books on Santa from the local use book store. Love to have this design.

The instructions just said to stuff it with pillow stuffing type fluff. I think it would be easier to sew shut at the bottom with that but it may sit better with popcorn...maybe a combo of each would work...hmmmm.
I made canvas santas many years ago (similar to this) and used popcorn...never had bugs in it. I think packing peanuts would be too big, Maybe doll stuffing beads would work best.
