I do a lot of embroidery on fleece and I use a medium weight tearaway stabilizer on top and bottom. I use spray adhesive since that tend to make it easier to get off.
I also use tweezers to remove any little tiny bits of leftover stabilizer.
Sew-in stabilizer is usually very firm (a couple I can think of is Peltex or Timtex) and used in projects like fabric bowls - anything that requires some stiffness so that the item can stand on its own, and which remains in the project. What I would choose for fleece is a nylon mesh type cutaway, either fusible or secure the fabric with temporary adhesive spray to the stabilizer. Fleece is actually a knit, and you need to keep it from stretching as much as possible - especially if the design is dense. Two layers would probably be best, with a washaway on top, as suggested be another poster.
I had no idea what she was talking about and I even asked her what it was! I have not seen that she replied. So I thank you for looking it up! I don't think I will try it as you say it is pricey and I really don't like pricey! LOL .

I think she may have been talking about the sew in stabilizer for clothing. If this is it, it won't work at all for machine embroidery
