It used to be possible to buy shirring elastic in a kind of mesh. You had the width you wanted the finished shirring to be, stretched it over the fabric and then stitched between the rows. Difficult to explain, but it worked quite well.

If wound on the bobbin just wind in a relaxed manner(not tight).
I like to use a thicker hat band elastic,lay it on the wrong side of fabric,under the foot and zig-zag over it.Do it for a few rows a foot or so a part.Pull the elastic to fit size. Sew over the ends at the seam or knot it to secure. This is a much stronger way to do shirring (it lasts much longer).

Thats a great way to do it Bev, you can also get a better fit this way. I am not crazy about the elastic wound on bobbin.

LOL - I read that as a foot apart (ie 12 inches) what a large child! Good idea though, I've done similar myself.

I dont think you pull it, but just wind it on your bobbin.I'm quite new to this, so maybe another Cutie will advice you better than i ..
