According to the towel placement lines. What will be the stability of the area above the circle? I really like this idea alot, but, won't the hanger have a problem being a sort of open fill? Maybe its me but I am confused, thanks in advance for any help.

What I'd do Sammi is put it onto fabric thereby making it a stable topper. You could use a cotton fabric, or felt or whatever you like.
