No, they are not FSL...you will need to back them with fabric or felt......

Most of the maps show Ireland this way, when I looked this morning I found one I believe the way you are talking about, with Northern Ireland with it...I believe I attached N. Ireland to the United Kingdom because that is what it has on it...so now am confused..........
