OK, but it is still advisable to upload the jpg image so that the members here can see what it is that you want digitised and if they would be willing to do it for you.
Digitising is not just a matter of converting a jpg image to a design file, the digitiser has to "create" all the different sections and the underlay stitches, stitch direction, density, fill type, push-pull compensation etc. Then each section needs to be placed in the most desirable and/or logical stitching order to reduce jump stitches.
Then the design may need to have an outline and this too is created separately so that there are the minimal number of jumps.
Depending on the image, this can take hours or days, some designs can even take weeks.
Then the first design created needs to be test stitched to find if there are any areas that need altering. Sometimes it will only need one alteration session, sometimes, two or three because when you alter one segment it might make an adjoining segment look wrong.

I do hope this helps you to understand WHY we digitisers like to see the IMAGE before we commit ourselves to doing a job, for anyone.
