Buzztools has a set of kids around the world and that included a hawaigirl for free.
If you didn't find what you looking for free, here are two other places:
Emblibrary has 2 nice hula-girls (No 2+3; the 1st is a sunbonnet).
Embroiderydesigns.com has 4 pages with designs unter the tag HULA :o)

We have a nice hula girl posted a couple days right here in cute projects.

if you go to free at the left you come on page 1. On the bottom left is a beach girl that looks like a hula girl.

If you can use a small one (less than 2 in. high), there is a cute freebie at sewforum. I bumped it to the top for you, and d/l it myself so I can use it for a tote I'm making.
