This is lovely and the design is called God'e eye.
It is a good way to use up scaps especially if you are doing charity quits. Also there are a number of possibilities if you use this pattern and arrange the sides light & dark etc.

they always sya that yellow sparks up a quilt and it's so obvious to see that here. Very pretty.I will have to re read the instructions for joining the blocks as well - I didn't quite follow it.
