I don't know why you couldn't....would you need some wash away stabilizer on top? Would you use the heavier weight thread like the FSL designs use instead of just regular embroidery thread? Be sure to share your results! We are all interested to see how it turns out. Like Bev says, you may start a new trend.

I have put FSL designs on sweatshirts. They turned out to be very pretty. Try it, but you have to let us know if you liked it on felt and if possible post a picture in Projects.
I often put FSL on tulle-turns out well each time - need to trim edges though- this method saves using expensive washaway. I hoop about 3 layers of tulle and float 1 layer of washaway on top. good luck

Considering the density of the design and the weight of the fabric using good judgement it should be fine.
Have never tried, although I have done fsl on other fabrics because it was a design I really liked and had no problems. Think I'd try it out on some scrap felt first. Good luck!
