It's much easier to make it smaller and as one answer, it's a good idea to do a practice one and the plastic garbage bag idea is good.
I make all my own patterns (don't like the bought ones). I actually use the plastic bags from the store for my patterns - works great; or tissue paper and use a glue stick to put two pieces together if you need a bigger size.

I would try decreasing from the large size. It seems to be more fitting for adults. A hint: Once you think you have the pattern about right, make a mock-up out of newspaper or other scrap paper or even a plastic garbage bag. Tape the "seams" (remember the seam allowances). Try it on. That way you can make adjustments without wasting valuable fabric. You might find something you like or don't like and can change it before making the final version. Good luck!

This is a good question. So the chest measurement is 30... I think for me, it might be easier to adjust a large size, and make it smaller, because you can just make a fold all the way from the top to the bottom, taking some of it in.
