You cut the bobbin thread at the back, then pull the fringe to the top by sliding a toothpick underneath, or the points of your (closed) scissors. The fringe should be held in place by a number of stitch linesans a satin stitch bar at the other end. Sounds scary I know, but this technique has been around for more than a decade and it works.
I've cut before for fringe but not this one. THe designer usually makes a loop so you just cut the ends and the bar at the end of the pigtails and pompoms secure the fringe. That would be my educated
guess. I did some paper dolls with pigtails and thats how they where done.
