For a baby, I think I'd use WSS top and bottom, and use a *little* light design in one of the corners for decoration. Or, maybe the baby's name, if this is a gift. Remember, you don't want to scratch the baby with the embroidery, and something too big or dense can be rough. Personally, whether for a gift or for sale at craft fairs, etc., I'd thoroughly wash the cloths in Dreft, All Free & Clear, something very hypoallergenic, before giving them. Especially if you use basting spray, even if you only use WSS. The mother may do this again herself, but it never hurts to be too careful with babies. The way some young mothers are today, they may not think of it, and I don't think any kind of stabilizer residue would be good for baby, and might cause allergies. I would not hoop them, just a little spray of glue, a baste in the hoop stitch and then embroidery. I would also cover my wash cloth with WWS stabilizer and not choose a design that is to dense.
