I am doing about 10 things all at once and none of the completed.

It's pretty. You could easily use your favourite design, stitch it on felt, add a ribbon and something at the borrom as well and you'll have a similar effect.

It is nice and it doesn't have to be this design but gives you an idea of a project to hold you hair clips.

It is copyrighted. Everything has an automatic copyright on it, as soon as it is created.
You would be contravening copyright regulations if you send the instructions to any one. That is sharing, and it is illegal.
They will have to buy the magazine themselves, or go to the website to see if it is available overseas.
