Well, the standard size of the design and the standard size of the hoop are two different things.
I think the standard size of the hoops are fairly well determined even though not all hoops are those sizes: 4x4 5x7 6x10 If you go on embroidery websites those are the common sizes you'll see.
But the size the design has to be to fit into my "4x4" has to be smaller than that. It has to be 3.94" for my hoop. I don't know what it has to be for other machines.
What I've observed so far is that:
I've noticed that designs for the 4" hoop tend to be about 3.5"
I've noticed that "mini" designs tend be less than 2"
And large designs tend to be about 6"
I get very annoyed when a website does not give the exact size of a design. When I buy a design for the 4x4 hoop and it turns out to be 2" it can be a problem for me. Software can change sizes, but the results are not always good.
What must be really dissapointing is designs 4.2 x 4.3 when digitized. If digitizing I would do a 3.99 x 3.99 as not everyone has software to change sizes. I am lucky as have both small hoop and 5 x 7 + software.
Just a thought as not everyone has the bigger hoops.

Lots of free software out there to resize, especially just that little bit. Most people use Wilcom Truesizer. Worth checking out.
I can only do 4x4 right now. I am hoping to get a machine to do 5x7 and possibly 8x10, but right now that is only a pipe dream as I have to save money for it without a job to earn the money from.

I think you will find that 4x4 or 5x7 is the most used size.
I can only do 4x4 :( which limits me to some gorgeous designs- hoping to upgrade to a larger size soon :)
