But I don't want to give him the cash & then make he think he has to rush to get it sew if I made a gift certificate for him then he can use it when he is ready. I cannot get one @ the ministry of transportation? any help is appreciated

Avery templates has certificates. Google Avery and see if you can find it. Another way is to try an office supply store (I got mine at WalMart) and make it exactly the way you would like. This is only the document paper blank and seal. With your computer, you can make your certificates and print it on blank paper. Put your print copy behind the document blank and hold it up to the light. This way you can see if the printed area will fit within the document borders or if you need to make adjustments.

Go to google.com and do a search for Free Printable Gift Certificate. There are many for free. Then yo can print it yourself and give it to him and when he is ready to use it he can return it to you for the money.
