It may refer to the website having too many visitors downloading at one time. If you are trying to access a design, just wait a while and then try again.

Hmmmm...perhaps there is a different issue. Have you tried at different times of the day? Have you been using a shortcut link or do you type it in each time? Send me a PM if it doesn't fix itself today and include the site you are trying to visit.

The notice means that the bandwidth allowance that your host gives to you on your current plan, has all been used up this month. If you have recently received a lot of traffic, this may happen.
