Beautiful design! I did split a large design and used it in 4x4 machine it came out perfect. the design was 8x6 so had to do 4 rehooping it was a lot of work but it was worth it. Oh! I forgot to tell you I used Embird .
A lovely design, but not the easiest to split - you do not want to slice through a densely embroidered area. Yes, you need software, but your own might have that feature.
I was intrigued what the penal embroidery would be - alas no handcuffs lol
THAT was funny (regarding penal embroidery). I believe that it is "panel" embroidery with a bit of glitch in translation. :)
I see that it won't be easy to break that particular design up, but wanted to give an idea of the fact that there really are larger designs out there. Thank you for the clarification!

Embroideryshristi is indian based and not aware of the meaninig of it.

I just downloaded the design and split it in half using my edit tab in my 5D. I imagine having the smaller hoop you will need to divide it into 4 parts. I am sure it can be done.
My largest hoop for my Husqvarna is (inner hoop measurement 6 3/4" x 15 1/2" (150 x 360m) and my largest hoop for my Brother is 10 x 8 3/4 (225 x 260m). If I were to sew it out I'd use the Husqvarna sewing machine as it's a longer hoop.
I'll wait till others who have more skills with doing this sort of thing come along and reply.

Yes 5D is my software programme. It's mostly used by Pfaff and Husqvarna but it interacts with most embroidery file types and machines. Love Chris

I forgot to say that I have the "My Editor" program; I don't know if I can use that or not.
See if it has a feature that helps you split designs, might be called slice as well.
I have 5D and Embird and both do a nice job splitting, automatically or by hand, so you can choose the nicest cut. And both add placement marks if wished.
My program has nothing like the slice command. Thank you for the suggest. I appreciate it!!
