Wow, Quilling is back. I did this kind of thing back in the 70's Never did such a pretty heart though. There are numerous booklets, YouTube videos and supplies in Michaels and Hobby Lobby.
Yes, I have learnt the basic Quilling by being a member of SACWA. 'Country Women's Association' in South Australia. It is not that difficult to make elementary stuff, but you need steady hands, good glue and a few tools.

I was on holiday for 2 weeks and spent a lot of time on youtube checking out how to do stuff. I learned a lot and my projects came out really great. There was lots on quilling. I bet if you put in quilled heart that some great stuff will come up.....Lala Western Australia

my mother had a craft store in the 1970s and this was very popular then.
As others have said, it is not difficult - just can be a bit fussy on the squeezing and sizing parts. Like Bev, I suggest you get a kit that has the tool, lots of papers, and maybe one with the circle board (it is easier to make consistent sizes that way - not needed and I know there is somewhere on the internet that tells you how to make one out of styrofoam - search circle quilling board).

many many moons ago. not as hard as it looks. you just need the right touch or pressing with fingers. There is a tool for this.
in the Netherlands we call it "filigraan paper art" ( but indeed it's called quilling too) you need special paper like this: thin strips of paper. and a little attribute to make the curls in the paper and a mould to make circles etc.
