I've changed the color of backgrounds to an obvious bright color (bright green or pink) and then after it was all digitized I deleted that one color. That may be the long way around but it worked for me. You probably can do that with quite a few programs, I used photo shop. So don't know what others can do.

You can use Photoshop elements it's about 90 dollars to buy. I use it alot to do photo editing on pictures I take with my camera. If you do use a photo editing program when you can make the background transparent.
I photograph flowers in my garden, digitise the parts I want without removing the background and arrange them anyway I want. I would do the same with a logo (if I had permission to do so of course). Should you use autodigitising just remove tha black colour afterwards.
You must have the consent of the owner to manipulate this or any other copyright protected design. If you have permission, request a copy of the original art to manipulate in a graphic arts program such as Corel or Adobe.

Adobe Illustrator would do that. Be careful, I would only work with the logo if I had permission from the original artist. On any designs/logos I have done -- the original artist provided me with the digital file and permission to make adjustments to it.
Adobe is very expensive. Perhaps you could convince the original artist to remove the black layer for you.
