Thanks for all the comments, I serged the bottom then added lace over the serging love how it turned out.
I would find a piece of edge of the lace and lay that over the top of the hem. Move it around to find a good match/blend of design. Then decide where to stitch. The stitch line does not need to be straight, just follow the thickest part of the design to make a good join. Then stitch with a short length zig-zag. When complete, trim away any excess lace at the back. Result is a single layer skirt with a nice edge.

I would definitely not use bias binding. I like the comment below, I think that will look very pretty.
I would serge the bottom of the skirt, and on the right side of the skirt, sew the lace over the serged edge on the sewing machine, then tuck up a small hem and sew...this will look like there is an underskirt of lace as the hem of the skirt...hope you know what I mean...
I think I'd have a hem and then add the lace, perhaps from underneath the turned hem.. It would depend on the lace and the fabric, of course.
Oops I didn't notice that the skirt was lace as well, but I still think I'd do the same.
