Your venture is going to be fantastic, as to the hats I agree with the girls a rented hat will not be as pretty for long and I wouldn't want to wear a hat thats been worn before.. What if the price of a hat is included in the tea party price so that the mums and daughters can wear one, and if they bring their own or choose not to wear a hat the tea party is another price.. You know I make hats, straw and felt, from scratch. My old avatar was of one of my creations.
I have had very bad experiences with renting (or lending) hats. Especially the brims had to be blocked all over again, and that of course meant removing all the trimmings. So if you do, ask for a high deposit. High enough to make people careful and it would make up for the time you have to spend on repairs.

It depends on your business plan. If your tea shop is for formal parties, then you would need a supply on hand for customers to use while on the premises. You can always has some for sale.

I'd allow them to be rented out - as long as they were dry cleaned before being returned to you. I'd also have some for sale and maybe you could locate someone close by that does millinery if you can't find this style, so that you have a continuous supply. Love the idea of all the old fashioned goodies. Love Chris
They are beautiful, But I agree with the others once you rent them out they will never be the same, and I wouldn't put someone else's hat on my head because of things you might catch such as head lice. It doesn't matter how clean you are they are passed by using another persons hat or brushes or combs. They went through my daughters school when she was a child. It was not fun trying to get rid of them.

Those that are rented out will lose it's beauty. Perhaps keep a separate stand for ones that can be rented out? Include the wear and tear and replacement cost in the price. That way your display stays beautiful, and you have the income from similar ones?
I think if you allow them to be used they won't be pretty very long, and would you want to wear a hat that everyone has had on their head? I think they make a pretty decoration
If you sell them, it will be hard to keep finding replacements that are as pretty as these once you are in business and tied to your location I'd keep them for a pretty display!
