First go to the company that you paid the certificate with and see if they can help. Tell the designer that you will post their name on a forum with thousands of members. Maybe facebook.

if you paid with paypal or a credit card file a dispute. get your money back and never deal with them again

Contact the Designer and ask why and perhaps check your spam posts for reply some times reguar posts hide there instead of the inbox good luck!
